In order to organize the international arms trade in a transparent and responsible way and furthermore prevent illegal flow of arms and ammunition, the Arms Trade Treaty (ATT) was developed and put into force in 2014. Strong cooperation takes place in the Working Groups „Effective Treaty Implementation“ (ETI), „Transparency and Reporting“ (T&R) and „Treaty Universalization “ (TU).
Article 16(3) of the ATT establishes the “Voluntary Trust Fund” (VTF) which is a distinct instrument of direct state-to-state-support.
